In all of the places in the Old Testament where the Spirit “came upon” a person, the indication is
that it was always for some special work of God, rather than being a permanent condition. This is clear in
the case of Samson where the Spirit repeatedly “came upon” him (Judg. 13:25; 14:6). This is similarly
clear in the life of Saul where the Spirit came, went, and came back (I Sam. 10:6; 16:14; 19:23-24).
Note also that the Spirit’s coming upon a man in the Old Testament was not necessarily
conditional upon him being righteous. Balaam was a pagan soothsayer (Joshua 13:22) who was killed by
the Jews for his wickedness – and yet the Spirit came upon him for a short time!
